Is it possible to install python libraries with pip programmatically?

Let me explain what I want to do. The list of libraries I want installed is listed in a .txt file. My script reads the list from the file sequentially, and if the script isn't installed, it installs it via pip, or if it is already installed, checks the version and updates it if necessary. I googled it up but didn't find how to do that. Can you offer any help or guidance?

Kims magic pip

As Kim carefully inspected the pipe, she noticed a small inscription etched onto it. It read, "Your dreams, your wishes, will come true when the stars align." She wondered what it meant, but before she could dwell on it too much, she decided to test the pipe's powers. Kim closed her eyes and made a wish - she wished for a sunny day at the beach. As she blew into the pipe, a gentle wind started to blow, and the clouds in the sky parted. Sunlight streamed down, and just like that, it was a picture-perfect day at the beach. Kim couldn't believe her eyes - her wish had indeed come true! Her excitement knew no bounds, and she couldn't wait to explore more possibilities with her newfound magic. Kim spent the next few days experimenting with the pipe's powers. She wished for a basket of her favorite candies, and they appeared right in front of her. She wished for the ability to talk to animals, and suddenly, she found herself having a conversation with a squirrel in her backyard. However, Kim soon realized that the pipe's powers were not to be taken lightly. With great power came even greater responsibility. As she made more and more wishes, she began to see the unintended consequences of her actions. The candies made her sick from eating too much, and the ability to talk to animals made it difficult for her to concentrate during school. Kim realized that her wishes had to be thoughtful and well-intentioned. With this newfound wisdom, she decided to use the pipe's powers for the greater good. She wished for everyone in her village to have enough food and clean water, and she used her ability to talk to animals to help injured creatures in need. Kim's magical pipe became a tool for kindness and compassion, spreading joy and happiness wherever she went. From that day forward, Kim's life was never the same. Her adventures became greater, her knowledge grew wiser, and her heart grew bigger. The magical pipe had not only granted her wishes but also taught her valuable lessons about empathy, responsibility, and the power of kindness. As the years passed, Kim never forgot the magical pipe and the lessons it had taught her. She continued to use its powers responsibly, always striving to make the world a better place. And whenever she looked at the pipe, she was reminded that true magic was not in the wishes themselves, but in how they were used to make a difference in the lives of others..
