Well, Witch Doctor only sells them at Night in Hardmode. I'm not sure what you're missing, though there is a lot fo other possile wings you could get.

Though, maybe it is because you don't own any wings yet?

I always go for frost wings and keep them until endgame. Frost wings are easy to obtain and better than the leaf ones.
Just go into the ice biome surface, dig two holes deep enough so ice golems can't jump out, connect them at the bottom, put a water candle. At the first rain go into the hole, wait for golems to fall in and shoot their feet. Usually takes 3 golems to get a ice feather, also you'll get frost cores for melee/ranger.

Edit: ----forget what i wrote below here before *brainfart

The leaf wings require:
Hardmode
Nighttime
And the Witch doctor needs to be in the Jungle.
Hope this helped!

Deep. you mean horizontal or verticle? If verticle, try the surface jungle, if horizontal, try the underground jungle.

If your Witch Doctor is in the jungle during the night, they should be there. Hopefully you get them.
