Sometimes Voodoo Demons spawn a lot and sometimes they seem to not even exist. How's a player suppose to progress into Hardmode without a doll? Here I think is one solution: Put a Guide Voodoo Doll inside Shadow Chests.

If the player's just having bad luck, they might come across some chests and can obtain their doll that way. It could be a percent chance if 100% is too rewarding. Like Suspicious Looking Eyes and Lihzahrd Power Cells, the Wall of Flesh's spawn item could be found within chests as well.

Voodoo dolls can be gained by killing voodoo demons. I find this suggestion to be pointless.
Like nearly every other in the game, you need to drop it. It's not that hard, just make a platform in hell and run around until you see a demon holding a voodoo doll.

I'd say guarantee at least 1 shadow chest having a doll (per world) and 25% for any other chest.

Alternatively you could just increase the spawn of voodoo demons once skeletron is defeated but the WoF is not.

Bad luck? It's spawnrates, luck has nothing to do with it - If you aren't willing to afk a bit or run around in circles a bit, I'm surprised you've gained any rare items in a legit manner.
Besides, lets be real - Voodoo dolls and voodoo demons have been around since the game has first been available on steam, and not only did they not change spawnrates/rarity even once, but people have rarely complained about it. I doubt redigit will change something that very few have complained about that has been in the game since it was published.
