Quite possible that the electrolytic capacitors need changing - probably quite a few of them, though the filter capacitors in the power supply are the ones that cause buzzing. Another reason for buzzing or humming is a poor ground connection somewhere inside the organ.

To find an engineer who can service the organ, you could google 'mitatechs' and check in their listings. Do bear in mind that these guys are not cheap to hire, they have to make a living and may well have to travel some distance to get to you. This means that repair costs can easily outweigh the true market value of the organ. The Promenade's market value is very low, but it may well have sentimental value and it's a nice sounding organ when it's working well. Only you can make the final decision on how much to spend out.
