There is one major thing that needs to be taken into account before climbing the tower: the group can only attack with magic. Assemble a team of your strongest magic users and equip everyone with Reflect Rings. Spells that are absolutely required are Reflect, Dispel, Shell, and Reraise. Ultima is also extremely useful, since it kills all the things with zero regard to Reflect status (meaning it doesn't need to be bounced off of a party member to hit an enemy). Ascending this tower without the aforementioned spells will result in certain death.
advertisementThe best way to attack enemies here is to cast magic on your own characters; the Reflect spells on them will bounce the magic onto the opponent(s). Watch out; these guys will use the same method to attack.
Note: The Cultists’ Tower is home to a peculiar “enemy” called the Magic Urn. These little fellas are actually friendly, and will use restorative magic and items on the party before fleeing. Accept its help for some always welcome free healing.
Start climbing the tower. The first room that can be entered is on the seventh floor, and contains a Safety Bit. But, before leaving, examine the wall to the right of the chest to find a hidden switch. Push it to reveal a door one floor below. Go into the new room to pick up the Air Anchor for Edgar.
Continue up the tower. The next room, which is about halfway up the tower, has a Genji Shield within. Keep on climbing and eventually you will come to another room. This space is occupied by a treasure box that holds a Kagenui dirk for Shadow, and -- more importantly -- the Holy Dragon.

Magic Master can be a real pain thanks in part to his Barrier Change, which will change his weakness. He will use this any time he is attacked. However, if equipped with Reflect Rings and allowed to sit still, Magic Master’s spells will bounce off of your character(s), and he will never change his barrier, thus harming himself with his own spells.
The key to beating this guy is easy: cast Berserk on him; this will cause him to use physical attacks, which shouldn’t hurt too much. Pelt him with offensive magic to get rid of him. But, wait: When his HP is completely depleted he will cast Ultima, which is the most powerful spell in the game. This spell cannot be reflected, and if left unchecked it WILL kill the group. Make absolutely certain to cast Reraise on at least one character before taking him out.
