Please explain the issue you experienced in the most condensed way possible
Got the witch trait as a Vaishnavite (allows witchcraft) and was working on forming a coven. I wanted to create a new Hindu religion before my current ruler died, so I did. (making sure to allow witchcraft). Immediately after that I couldn't convert anyone to witchcraft - the option just disappeared.

Please explain how to reproduce the issue
Have a character with the witch trait, create a new religion that allows witchcraft, and see if you can still make new witches.

Is there anything else you think could help us identify/replicate the issue?
I checked ~20 or so people, so I'm 99% sure it's not that there's a bunch of secret witches. Also, the only mod I have enabled is an ironman compatible one that enhance trait vibrance. I did deactivate it to see if that solved the issue and it did not.
